Fuel Quality Content Control
On 1 December 2015, the Environmental Quality (Control of Petrol and Diesel Content) (Amendment) Regulations 2015 for the enforcement of EURO5-specified fuels were gazetted. The effective date of this Regulation is 1 September 2020 for EURO5 diesel fuel and 1 September 2025 for EURO5 petrol fuel. Following the effects of the COVID-19 pandemic, the implementation of EURO5-specified fuel quality was postponed from 1 September 2020 to 1 October 2021 due to the following factors:
- The decline in the diesel product market is due to the implementation of MCO 3.0 which started on 1 June 2021 as a total lockdown and needs to go through several phases before MCO 3.0 is terminated
- The dilution process at petrol stations continues to be affected as all oil companies experience a decline in market demand
The postponement was implemented to provide an opportunity for oil companies to be better prepared in ensuring the supply of EURO5-specified diesel fuel can be implemented properly after taking into account the economic downturn that hit the country during the implementation of movement control order(MCO) following the outbreak of COVID-19.
Therefore, enforcement on the quality of EURO5 Diesel fuel will begin on October 1, 2021
