Function

  1. Authorized as a Competent Authority (CA) for the application process, permits issuance, inputs to regional and international meetings, approval of import and export of scheduled/hazardous wastes, non-scheduled wastes, Used Electrical and Electronic Equipment (UEEE) and plastic wastes under the Basel Convention.
  2. As a Designated National Authority for Chemical Industry (DNA-C) under the Rotterdam Convention, processing of import and export applications for chemicals listed under Annex III of the Convention in accordance with the Prior Informed Consent procedure, Rotterdam Convention.
  3. Assisting the Ministry on providing input on hazardous chemicals related to the Stockholm Convention and the Minamata Convention on Mercury in an effort to ratify both conventions.
  4. Regulate licensing in managing scheduled waste data (inventory).
  5. Review the license conditions and written permission of scheduled waste.
  6. Manage consignment data information.
  7. Conduct environmental audits on generators and scheduled waste recovery facilities.
  8. Manage clinical waste and EHS chemicals.
  9. Manage e-swis and e-licensing system with BTM.
  10. Provide licensing contractor data in the DOE website.
  11. Manage contaminated soil inventory,conduct contaminated soil survey and soil remediation.
  12. Assist in the prevention and investigation of illegal disposal cases.
  13. Prepare and update SOPs for illegal landfill clean-up works.
  14. Manage environmental fund and related matters.
  15. Prepare, review and update scheduled waste laws and guidelines.
  16. Review and update scheduled waste categories and criteria.
  17. Evaluate the special management of scheduled waste.
  18. Evaluate recycling/reuse initiatives.
